Mouse Pluto

how is it that in the show MICKEY MOUSE goofy is able to speak english and pluto cant?
Because the original Disney characters who spoke (Mickey, Goofy, Daffy, Minnie, etc) what do they all have in common? CLOTHES! while in Daffy's case, it doesnt make sense that he would bother to wear both a shirt AND hat and no pants but he's still sporting fashion. Pluto just has a normal dog collar, thus no special speaking abilities. Although one must wonder, if he were given trousers to wear, would he speak up?
Now the later Disney pantheon of characters changes that, but as far as early characters, that seems to be the case.
